Help Overseer

The ClanOverseer is a councilmember that keeps track of the clans, their
members and the private rooms. He/she decides if new clans should be
made, or if old clans are dead.  The ClanOverseer also has communication
between clan leaders and the clan builders. The clanoverseer and
clanseers make rooms for players and clans. His/Her office is in the
private tower at the clanroad.
